Default Ignore List suggestion

This may or may not have been posted before. I did not see it in the Index of Ideas thread and searching gave me nothing.

Right, so before the suggestion, the age-old story we can all relate to. You're in a city, doesn't matter where, and you see someone doing something they shouldn't be doing, whether it be trying to rip off newbies or whatnot. Now, there will be some of us nice enough to tell people that they are trying to rip them off, this may seem like a jerk move, but it's helping the new players, thus is a good thing. As a result, the person trying to rip people off puts you on their ignore list, and then begins spamming you. Yes, you could just ignore them back, but with such a limited space on the ignore list, many of us just don't have the room. Now onto the suggestion;

When you ignore someone, or someone ignores you, neither of you can message each other, at all. So, let's say someone ignores me, my ignore list is full, not a problem, me being ignored will not let them whisper me.

To me, this sounds more like what ignoring someone should be like, as in real life you wouldn't be immaturly yelling at someone while ignoring them, in most cases.

Again, I did search, so please do not tell me to, as spamming is not welcome here. This may or may not be a good idea, although I feel it would satisfy at least some people.
